Introduction

equipment before it is manufactured , imported, sold, or used in India. This
approval is obtained through the MTCTE certification system which was
introduced by the Indian Telegraph Rules. The MTCTE certification framework has
been developed to ensure that all telecommunications equipment supplied to
customers in India are safe, technically compliant and secure from external
threats, thus ensuring that users and telecommunication networks are protected.
1. What is TEC MTCTE Certification?
The Telecommunications Engineering Centre is a technical
department of the Department of Telecommunications (DoT) in India. It
established the scheme for Mandatory Testing and Certification of Telecom
Equipment (MTCTE). This means that all Telecommunication Equipment ought to be
tested and certified by the TEC before they can be introduced into the Indian
Telecom ecosystem.
2. Why MTCTE Certification is Mandatory
MTCTE Certification is a legal requirement under the Indian
Telegraph (Amendment) Rules, 2017. It prevents low-quality telecom products and
provides protection against network vulnerabilities as well as consumer rights
by maintaining the reliability of the telecommunications infrastructure.

equipment and/or restrictions imposed on your business.
3. Types of TEC Certification Under MTCTE
MANDATORY CERTIFICATION SCHEMES
1. General Certification Scheme (GCS): Under this scheme, an applicant will be expected to
submit both a compliance summary and an actual test report as well as a
multi-step report and all supporting test certificates. Testing shall be done
in accordance with the ERCs by either a CAB or equivalent body from an MRA
partner country. GCS requires approximately 40-45 days of work for certificate
processing..
2. Simplified Certification Scheme (SCS): As far as this process is concerned, an applicant
must test the item according to the ERs, complete a compliance checklist and
submit the checklist, together with a Self Declaration of Conformity (SDoC).
SCS operates on the same rules and processes as GCS. The only distinction is
that the applicant does not need to provide a report to TEC, and TEC has the
right to request a report from the applicant. The amount of time that is
connected with SCS is generally a fraction of that of GCS, assuming that the
simplifications in formality reductions are successful. From the perspective of
the manufacturer, the issuance of a certificate typically takes approximately
15-20 business days.
4. Essential Requirements Under MTCTE
Telecom hardware must comply with the Essential Requirements
established by TEC. This is inclusive of, but not limited to - safety,
electromagnetic compatibility, technical specifications,
radio-frequency/electronic security and any applicable; determined by the
Department of Telecommunications (DoT). Only products that meet and/or exceed
TEC's established essential requirements will be eligible.

and test reports from TEC-recognized labs are also mandatory for application
review.
