Introduction
The Extended Producer Responsibility (EPR) e-waste certification is mandatory under Indian environmental legislation for managing electronic waste according to standards of responsible management. EPR certification is required by producers, manufacturers, importers, and brand owners who deal with the distribution of electrical or electronic equipment (EER).
The intention of the EPR is to facilitate proper collection, recycling, and disposal of e-waste that is generated after a product has reached its end of life through authorized channels; thus, mitigating the impact on both humans and the environment by reducing risk.
1. What is EPR E-Waste Certification?
EPR means Extended Producer Responsibility or an Act that establishes the Give Back Act for Producers who have an obligation for their end of life electronics. As per E-Waste Management Rules, the manufacturer is responsible for managing the end of life of the electronic products they place on the market.
E-Waste EPR certification is the EPR certification that provides legal authorisation for eligible E-Waste producers to work with approved recyclers of e-waste under the E-Waste Management Rules by an authority issued by CPCB.
2. Who Needs EPR Registration for E-Waste?
It is necessary for each entity who sells electronic items in India (whether they are by way of manufacture, importation, ownership/brand ownership/refurbishing).
This would extend to these with brand ownership who sell their products via pure e-commerce, including those who sell equipment but under their brand name.
3. Categories Covered Under E-Waste EPR
EPR for e-waste applies to products listed under Schedule I of the E-Waste Management Rules.
These include IT equipment, consumer electronics, electrical appliances, lighting equipment, and communication devices, among others.
4. Documents Required for EPR E-Waste Certification
Form- 1 must be accompanied by the following documents:
1) Address proof for the Importer/Manufacturer.
2) GST Certificate showing address of manufacturing establishment.
3) Registered Companies or Directors or Company or IEC certificates showing Importers.
4) Dealer agreements and disclosure(s) of any collection centers, dismantlers, recyclers, TSDs (treatment, storage, and disposal facilities), etc. document copy.
5) Declaration as to RoHS compliance in the prescribed format.
6) Technical documents (Supplier Declaration- Product description- Material, Parts, and/or sub-components, Analytical test results).
7) Copies of permissions/ licenses issued by the appropriate Ministry/Department for all Products or Business as stated below:
• TIN
• PAN
• Incorporation Certificate
• Copy of IEC if importer
• Authorization issued by SPCB/PCC
• Documentation of EPR Plan
• Details of proposed awareness programs and related initiatives.
• Budget for EPR.
